Tools4Medicine provides products and services that help healthcare providers provide patient clinical health information to clinics and hospitals within a community that dramatically improve the delivery of healthcare and reduce unnecessary duplication of services.

Encompass Medical Minimum Clinical Record (MCR) Release 3.6.6 is an internet-based service offering that is supported by a Microsoft SQL database. Release 3.6.6 offers a minimum set of patient clinical data along with a patient registration interface and a patient referral interface. Based on class of service, it also allows for an administrative interface to manage the addition of new users to both the MCR service offering as well as to the EMR service offering.

The patient verification module can now be is used to determine if a patient has been registered into the system and whether or not patient information is available. This inquiry is accomplished by entering the name and date of birth of the patient. The clinical data in the database is provided through periodic downloads from the hospital systems and clinics within a given community. (Encompass Medical helps establish the download process to ensure minimal resource impact on the data sources hospitals and clinics.)

The patient registration interface can now be is used to register new patients into the database after having signed a HIPAA release form (available online) and after having met all criteria for inclusion in the community health access program for the uninsured. The program also provides insurance coverage confirmation with a Medicaid database and can be configured to determine coverage with other carriers.

The MCR patient referral interface can now be used to refer patients to specialists. Clinics that support the needs of the uninsured typically spend a great deal of time and effort lining up appointments with specialists. The patient referral package streamlines this process using an allotment algorithm that assigns patients based on specialist’s availability and their prior commitment to see a specific number of patients per year.

Encompass Medical MCR administrative interface can still allows the system administrator to add people to the system as new users, change the profile of users of both the MCR and EMR technologies. The administrative interface now supports the creation of numerous system reports. The system administrator, through a simple user interface, controls classes of service to allow certain levels of privileges for users. The MCR can also be considered as a building block toward the deployment of the Encompass Medical Electronic Medical Record which can share the same MS/SQL database.

In summary, the current version of Encompass Medical MCR is now a comprehensive patient registration, patient enrollment, patient medical history and patient referral system that can be employed in virtually any community setting.
